The Fifteenth Avenue Baptist Community Development Corporation (FABCDC) is a 501(c)(3) non-profit organization established by the Fifteenth Avenue Baptist Church in Nashville, Tennessee.  For almost 125 years, the Fifteenth Avenue Baptist Church has been an invaluable presence in the North Nashville community. When many growing congregations were faced with the dilemma of remaining in the inner-city or moving to the suburbs, Fifteenth Avenue Baptist Church voted unanimously not only to remain in town, but to be an agent for transformational development in North Nashville. Incorporation papers were filed in March 1999 and FABCDC became an incorporated entity in the state of Tennessee effective April 16, 1999. 

The history of Fifteenth Avenue Baptist Church and FABCDC is rooted in its long-standing commitment to fulfill “the Word becoming flesh and moving into the neighborhood” (John 1:14, The Message).

FABCDC embraces a holistic and logical approach to community development in which we invest in people through long-term relationships, while attending to the multiple needs they may have. Since inception, we have empowered our neighbors through three foundational programs: (1) workforce development and career counseling, (2) affordable housing and economic development, and (3) financial and home buyer education.  By working concurrently on job training and placement, financial management and savings, and obtaining safe, decent affordable housing, participants served by FABCDC are more likely to be successful in long-term employment as well as career advancement, resulting in the realization of our mission. We strongly believe in supporting other community-based and faith-based organizations with support services and consultation. FABCDC has also partnered to indirectly provide early childhood daycare, after-school tutoring services, senior day care, and food ministry programs. 

We have developed a strong reputation in the public and private community as a thriving organization for workforce and economic development initiatives.  Our holistic approach addresses broader objectives such as arresting tendencies toward financial dependency, chronic unemployment, and urban deterioration, resulting in a significant impact to individual lives and communities.  FABCDC successfully partners with both public and private agencies to implement workforce and economic development projects. To date FABCDC has received more than six million dollars in funding for its initiatives.


The community development efforts of the Fifteenth Avenue Baptist Community Development Corporation (FABCDC) have significantly affected the lives of many of our neighbors. Although we serve all of North Nashville and Davidson County, our impact is highly visible in a two-block area within our immediate neighborhood. This area is between Jefferson Street and Scovel Street and bordered by 10th Ave. N. and 11th Ave. N.

In collaboration with the North Nashville Community Development Corporation, MDHA, and the Mayor’s Office, FABCDC built the 942 Jefferson Street Complex. This development transformed a dilapidated car wash known for criminal activity into a beautiful 18,000 square foot mixed-used project with 6,000 square feet of office and retail space on the ground floor and 12 one- and two- bedroom rental apartments on the second and third floors. 942 Jefferson St. serves as an important catalyst for further development along the Jefferson St. corridor.

Additionally, on Scovel St., FABCDC sponsored the development of a HUD 202 senior housing project, the Fifteenth Avenue Baptist Village Manor, which provides an important community for senior citizens. There are twenty five affordable one-bedroom apartments in Fifteenth Avenue Baptist Village Manor. Across the street from Village Manor, FABCDC has built 2 single-family homes. These first-time home buyers were encouraged to participate in FABCDC’s home buyer education program.    

FABCDC will continue to develop affordable housing, expand our workforce development program, and provide financial management and home buyer education classes to our neighbors.

CEO Statement
The Fifteenth Avenue Baptist Community Development Corporation (FABCDC) has a strong sense of stability and commitment to being a conduit for opportunities and services in the Nashville community. Vision needs time to take hold and develop. This is not easy to accomplish in a transient society.  It is vitally important to the FABCDC to be faithful to its fundamental mission in spite of what is popular or what is expected by others.
Transformational development takes time. That is why long-term involvement with a family or to a cause is encouraged to make steady sustainable changes in the community.
Unfortunately, the most meaningful and successful accomplishments of good community development cannot be measured in home ownership or eradication of debt. While those goals are desirable and necessary it is the internal growth and changes that lend balance to the process.
The FABCDC is uniquely focused on and alerted to the intangibles. Even though it may assist a father in securing employment paying a livable wage to take care of the family, what becomes tantamount is knowing that the time spent in workforce development with the FABCDC has given him the means to be less dependent on someone else for his employment opportunity.

In partnership with the Tennessee Department of Transportation and LeMoyne-Owen College CDC in Memphis, FABCDC facilitated the Career Express™ Job Training Program in Nashville. Participants included at-risk populations—minorities, low-income men and women, ex-offenders, high school dropouts—and using a holistic approach to remove barriers as well as strong collaborative partnerships, FABCDCD produced well-trained participants for careers in highway construction and related industries. This 12-month program consisted of three phases: classroom curriculum, hands-on equipment training, and employment. Since 2007 approximately 70 men and women have graduated and been empowered to accomplish career goals and meaningfully provide for their families. This program was featured in the July-August edition of Tennessee Road Builder, the official publication for the Tennessee Road Builder Association.

It started out as an ordinary class day in our third annual Career Express™ Job Training Program class. But it changed dramatically when Elizabeth entered the class room with an aura of accomplishment on her face. She related the following story about her life, expressing how this program is significantly transforming her family:
"I am 41 years old and have lived a hard life. I got caught up in drugs and alcohol and even prostituted my body. I lost my children because I would leave them for days at a time with other people. Years went by, and then I found a program that saved my life. It has been hard but if I continue to take one day at a time I will reach my fifth year of sobriety this May. I have had custody of my children for two and half years. Since I started with the Career Express class I notice that I don’t have a hard time getting my son up for school anymore. I say 'Come on, Momma has to go to school,' and he gets right up. It hasn’t always been this way. As much as my training is helping me to get a job with a livable wage, for me and my family its impact is much more. Because of this class I am becoming the positive influence my children need. And that is a change with which I can live."
Description Financial management skills, including budgeting, saving, credit, and debt management, and THDA approved home buyer classes have been taught to more than 250 households since 2000. In partnership with the Housing Fund, FABCDC offers Front Door sessions, which provide free one-on-one counseling to help individuals decide if they are ready to buy a home. Families are empowered to build assets and a stronger community by understanding the complexities and costs of homeownership, and avoiding predatory lenders, delinquencies, and defaults. FABCDC also partners with the Nashville Alliance for Financial Independence to offer free income tax preparation to moderate- and low- income families in Davidson County through the Volunteer Income Tax Assistance (VITA) program. In 2007, 129 families served by FABCDC claimed $59,834 in federal refunds and avoided high-cost commercial tax sites.

Workforce Development

With global competition, technological changes and the growth of knowledge- and service-based economies, even entry-level jobs require more advanced skills than they did several decades ago. There is great demand for workers with education, skills training or both, but jobs that require only a high school diploma are disappearing, or the wages they pay are dropping. Schools offer limited vocational training, and graduates often lack the practical job skills employers need.

Public and Active Transportation for Middle Tennessee

One million more people will move to the Middle Tennessee region before 2035, making the lack of public transportation in this area a significant and pressing issue. Consensus is growing that expanded transportation options will be critical both to our future economic stability and growth, as well as the environmental well-being of our region. Youth Violence

In Tennessee, gang presence has been on the rise since the late 1980s and early 1990s, when gangs first made a concerted push into the state. Since 2011, police have identified at least 5,000 gang members in Davidson County, and gang-related crimes have increased by 25%. Meanwhile, cities with 50,000 or fewer inhabitants have seen gang-related crimes triple in frequency nationally since 2005.


Homelessness is most visible in downtown urban settings, where individuals can be seen sleeping in public places and transporting their belongings in the stereotypical shopping cart. In reality, though, homelessness entraps many more people and families than those readily visible in typical urban environments. “Homelessness” implies that an individual or family does not have a permanent housing situation. According to this definition, individuals living in emergency shelters, transitional housing facilities, domestic violence shelters, or those traveling from couch to couch are all suffering from homelessness. An estimated 9,113 homeless persons lived in the state of Tennessee in 2011. Twenty-six percent of those homeless persons resided in the Middle Tennessee region...

Affordable Housing

“Be it ever so humble, there’s no place like home.” In the United States, it is a typical expectation that everyone will have the opportunity to live in a decent and affordable home, in a community that promotes opportunity and a better quality of life in a secure and attractive environment. Families in poverty often do not achieve this expectation. Instead, many live in distressed neighborhoods, which often lack grocery stores, banks, and health resources. These neighborhoods typically have relatively high rates of crime and unemployment, as well as under-performing schools. Climbing out of poverty is even more difficult because of the lack of entry-level jobs in or near distressed neighborhoods, in combination with the lack of affordable housing in suburban communities where personal vehicles are often necessary to get to places of employment...

Adult Literacy

If you can read this, you can fill out an application, write a check, shop for groceries, read to a child, and understand the bus schedule. What if you couldn’t? On top of that, what would happen if you couldn’t speak English? Renting an apartment and going to the doctor would be come terrifying and overwhelming. 44 million adults in the United States are unable to even read a simple story to a child, and 1 out of 5 Nashville adults is functionally illiterate.
