Background

The Entity was organized in 1996 to construct and operate low income housing for the disabled and elderly in the Upper Cumberland District, and to provide housing assistance and emergency needs to low income and homeless persons in the Upper Cumberland region. 

The programs operated by the Corporation serves counties:  Cannon; Clay; Cumberland; DeKalb; Fentress; Jackson; Macon; Overton; Pickett; Putnam; Smith; Van Buren/ Warren; and White, or any other area with the State of Tennessee as directed by the Board.

The Board members have term limits of three years while serving, and the members may be individual citizens or organizations. Each Board Member must serve under the provisions of Section 501C3 of the Internal Revenue Code and it's regulations. 
Impact

Accomplishments:  (1).  The Organization worked to solicit and obtain funds and in-kind donations from private donors, rotary clubs, local churches, etc. that aided individuals of low-income, disabilities, or the elderly in the Upper Cumberland region.  Funds were utilized by supplying these individuals with blankets, heaters, window air conditioners, fans, and non-perishables not otherwise provided through other services. (2) The Organization planned and coordinated a canned food drive that collected goods to be distributed to families associated with the Relative Caregiver program.  (3) 174 individuals were served when the Organization planned and coordinated a clothing and winter coat drive.  This provided individuals with clothing needs that were not otherwise able to be provided for.  (4)  The Organization participated in an event that allowed seniors to be picked off a tree during the holidays.  Seniors that were chosen at random received fruit baskets, pajamas, socks, etc.  
Even with the progress the CRDC has been able to makes, the goals remain similar as the specific needs haven't changed but the demand has increased.  The goals are as follows: (1) Partnering with local and private individuals, the first goal would be to assist as many elderly and disabled individuals as possible with their needs. (2) To sufficiently link individuals with in-home services, respite care, home health care, and other resources as the need arises.  (3) To allow individuals to maintain their dignity and respect as they age, the third goal would working to provide those individuals with safe and affordable housing.  (4) For proactive efforts, the Organization would like to supply databases of information for individuals to utilize.  This would consist of links for informative programs, community services, and learning skills that will help empower individuals with the knowledge needed to improve their lives, and activities of daily living.  (5) The final goal is to link more volunteers with elderly and disabled individuals.  This type of service would allow for commradery, which would improve the quality of life those receiving volunteers.  As well as offer those receiving volunteers help with daily activities that may not be obtainable otherwise. 

 
Needs The Upper Cumberland faces several needs at this time, however the Organization sees several more pressing than others.  (1) Supplying low-income, elderly, and disabled with needs they are unable to provide for themselves.  These individuals are living on fixed incomes and still struggle to provide basic necessities.  Even if individuals qualify and are receiving services such as food stamps, that does not cover the cost of dry goods such as toilet paper, soap, toothpaste, etc.  (2) Many individuals of the previously mentioned demographic are living in less than substandard  homes and rely on window air conditioning units and fans for their cooling needs.  HVAC units continue to be a pressing need in the Upper Cumberland region.  (3) The ability to provide more individuals with accessibility needs.  Things like home ramps allow individuals who are, or are at risk of becoming home-bound with the ability to enter and exit their own homes.  Handrails in bathrooms and throughout the home eliminate the need for personnel services as it extends the time of the individuals independence. (4) Rent supplement for those unable to afford rent with the rise of the cost of living. (5) Providing household basics for individuals of homelessness that have been placed in homes. 
Other ways to donate, support, or volunteer

 

Cumberland Regional Development Corporation strives to achieve its goals to serve the needs of the low-income, handicapped, elderly, disadvantaged, homeless individuals, and individuals who are raising relative children to keep them out of State Custody.  In addition, we are committed to be the best in the quality of services and the stewardship of our resources.

We would be appreciative of any donations that include non-perishable food items, toiletries, fans, window air conditioners, portable heaters, or volunteerism.

Our Corporation partners closely with county and city government municipalities, Area Agency on Aging and Disability, and other agencies and businesses who strive to serve individuals who are in need. Volunteers from organizations, health counsels, agricultural facilities, churches, etc. volunteer their time and efforts to tasks such as but not limited to delivery meals to homes for the Meals-On-Wheels Program.  Volunteers offer transportation for those who do not have the means to transport themselves.  Also volunteers are linked with elderly, disabled, housing complex tenants, and Relative Caregiver Program recipients to provide assistance to these individuals and families. 

Cumberland Regional Development Corporation maintains eighteen low-income housing facilities across the state, and manages the Fiddler's Annex which houses grandparents raising grandchildren who are a part of the Relative Caregiver Program.  This corporation is dedicated to providing management that seeks all resources and avenues available, and is dedicated to developing an environment that is conducive to the well-being of the person.

Board Chair Statement

It is my honor to currently serve as the Board Chairman for Cumberland Regional Development Corporation.  I feel that this Corporation provides good leadership, and is interested in meeting the housing needs of low-income, handicapped, elderly, disadvantaged, and homeless individuals.  In addition, the Board Members work closely to achieve its goals, and they seek the guidance of the Upper Cumberland Executive Director, Mark Farley, and rely upon the staff of Cumberland Regional Development Corporation to make them aware of daily operations.

As Chairman, I strive to follow guidelines and policies that are established in the By-Laws.  In accordance with the By-Laws, the Chairman presides at all meetings.  The meeting minutes are recorded, and are available to the general public for review.  An annual audit is performed by a licensed Accounting Firm.  The length of term for CRDC Officers are three years with the opportunity to succeed themselves with approval by the Board.

 

 
CEO Statement While this organization operates and manages various housing properties and complexes, the ongoing need is ever present for many of the elderly and disabled individuals who struggle to make ends meet in their daily lives.  Affordable housing for senior citizens and disabled individuals remains to be a challenge for the rural communities in the Upper Cumberland region.  With eighteen Housing Complexes, there is ever present a waiting list for individuals who are need of affordable housing.  Many of the individuals who currently live in the complexes have medical concerns, and families struggle to provide assistance for their medical and financial needs.  With the help of partnering agencies, community leaders, and churches, the staff at CRDC recognizes and links many individuals with services and programs to help keep them as independent for as long as possible.  With individuals living longer and in-home care services being more challenging to access, it is important to CRDC to strive to provide excellent service to those elderly and disabled individuals who are living independently.
Programs
Description
Cumberland Regional Development Corporation operates under the umbrella of the Upper Cumberland Development District in Cookeville, Tennesssee. 
CRDC partners with many entities including the Area Agency on Aging and Disability which is also located in the same building in Cookeville.  Some of the housing referrals that CRDC staff receives are from the Area Agency on Aging.  With a large data-base available, the AAAD staff can locate services and programs needed to assist potential housing clients.  When tenants need services, it is important for the CRDC staff to notify the appropriate person for an In-home visit, or a telephone call to screen for the tenant's immediate needs.
Additionally, CRDC provides assistance to the Upper Cumberland Relative Caregiver Program which currently serves over 100 families who are raising relative children.  Many of the clients in the Relative Caregiver Program are elderly grandparents or great-grandparents in need of assistance or housing.  The staff at CRDC advocates on each person's behalf to provide services where there is a need.
CRDC oversees a Service Coordinator Program at 3 of theApartment Complexes.  The Service Coordinator helps to link each tenant with needed services such as making doctor's appointments, health presentations, transportation, food stamps, commodities, food banks, in-home care, lifelines, clothing, personal care items, and hospice if needed.
The Service Coordinator applies for grant funding on behalf of each client, and helps to link tenants with a volunteer when needed.

Short Term Success
500 individuals will benefit from on-going daily maintenance and shelter from the 18 housing complexes.  100% will receive affordable housing and free maintenance.
By the end of December 2016 423 residents will have knowledge of services that are available throughout the Upper Cumberland region.  20% will be linked with resources and available services.
By the end of December 2016 423 residents will receive non-perishable food and basic supplies as a result of grant funding and private donations.
100% will benefit by not having to spend as much on food during that time.
Long term Success
Approximately 400 individuals will be provided low-income housing and 70 % will remain independent for at least 1 year. 
Approximately 400 individuals will have health screenings and assessments and 80% will be linked with appropriate services as needed.
Each year, at least 30 homeless individuals will be provided housing throughout the service area and 70% will remain in housing for at least 1 year.
At least 30 Veterans will be provided housing opportunities each year.  At least 50% will be linked with appropriate services and agencies as needed.
At least 500 individuals including Relative Caregivers will be provided assistance through grant writing efforts.  70% will be provided food; 30% will be provided  home furnishing and toiletries when available.  
80 individuals will be provided monthly health presentations and screenings.  30% will maintain stable health and activities of daily living as a result of being better informed.  
Program Success Monitored By
Each housing complex, and the Relative Caregiver Program conducts an initial assessment to include finances, health, medical, and family support.  In addition, each complex houses a Manager to help provide assistance when needed for the tenants.  
The Cumberland Regional Development staff  helps to link tenants with the appropriate person or agency, and meets with family members and community representatives when needed.
Actitivities and events are planned at each complex and all residents are encouraged to attend.
An annual re-determination is conducted for each resident, and family members are invited to meet with the Project Manager when needed. Confidentiality is always of utmost importance, and all documentation and information is stored securely under lock and key.  Residents are encouraged to speak freely to any staff member of CRDC voicing any complaints, concerns, or praises about the programs that made available to them. 
Examples of Program Success
At least 70% of residents who are currently living in  the Apartment Complexes remain there until death.
At least 80% of the Relative Caregivers in the Relative Caregiver Program graduate the program successfully.

I, Mark Farley, have been the Executive Director of the Upper Cumberland Development District since August of 2012.  Since that time, I feel that our agency has overcome some adversities and difficulties, but through perseverance and hard work we have improved to be a stronger public service organization. 

As Executive Director, I have had the pleasure of working with many different entities to include:  State Legislators; County and City Mayors; Business Owners; and Private Citizens.

UCDD has many organizational goals, but the one goal that I strive to achieve is to become a benchmark public service organization.  Having said this, I believe that it is important to focus on and have compassion for the clients that we serve.  In addition, I emphasize honesty, integrity, and trust as guiding principles.

I believe in providing superior service, and being fiscally responsible and effective with our resources. 

It is important to me that UCDD employees share the same values, and with their qualifications, skills, and ability to perform effectively, I feel that we will serve the Upper Cumberland well.

Cumberland Regional Development Corporation is one of the programs of the Housing Department at the Development District.  This program is not for profit, and provides safe and affordable housing for low-income individuals.

The dedicated staff of this program strives to serve as many individuals in the region as possible, and is constantly seeking ways to assist and provide individuals with alternatives to making ends meet on their fixed incomes.  One of the challenges recognized by the staff is that of which elderly and disabled individuals don't always have enough money to buy the food and medicines that they need.  Even though resources are limited, the staff constantly is mindful of community resources and outlets to partner with to help provide extra help for those individuals who struggle daily.  It has become a priority for the staff at CRDC to get to know the community leaders, business owners, church leaders, and private individuals throughout the region to reach out for their help when an elderly or disabled individual is in need.

As the Upper Cumberland Development District continues to serve the region, it is of utmost importance that the staff stay focused on the work at hand, utilizing all resources available, and working collaboratively with community partners and leaders. This I believe will help us to achieve our visions and goals of being a benchmark public service organization.

The challenges that the Cumberland Regional Development Corporation face is:  Limited Funding; Lack of volunteer time; and Poverty in rural counties.  Cumberland Regional Development Corporation has budget constraints that they must adhere to in order to operate successfully. Sometimes, general maintenance of an Apartment Complex can be very expensive.  With uncertainties of day-to-day operations, sometimes the budget is stretched, and while it is a challenge, with the help of city and county resources, grant funding, and private donations, CRDC manages to overcome this challenge. 

This is a volunteer board, and sometimes it is a challenge to schedule board meetings to fit everyone' time frame. Fortunately, the current board members are eager to follow the by-laws and policies and procedures according to the standards in which they are written. In addition, it is important to them they serve each city and county with the best of their ability.  They are always eager to improve in ways that will help them to meet their goals, and are interested in the problems and needs of the low-income, elderly and disabled individuals.  The board is interested in hearing the needs of communities, and they are interested in seeking opportunities and ways that will help them to become more knowledgeable of activities and affairs of industrial or economic development issues that each county faces. 

In addition poverty is ever present in the lives of many of the elderly and disabled individuals that we serve.  Most of these individuals are on fixed incomes, and they struggle with daily expenses that they may face.  The Board is always eager to hear from the CRDC staff to collaborate on ways to help overcome hardships that the rural communities face.  The Board Members welcome staff suggestions on how to better utilize resources and opportunities that may become available to help those that they serve.

I Mark Farley, Executive Director of the Upper Cumberland Development District was born in Sparta, Tennessee.  I graduated with a B.S. degree in Business from Tennessee Tech University. My work history is as follows:  After spending the first 12 years in the private business, I have served the last 14 years either in an elected or appointed role in the public sector.   Prior to my current position as Executive Director of the Upper Cumberland Development District I served as the Finance Director for the White County Government.

Myra Walker currently serves as the Housing Director at UCDD for Cumberland Regional Development Corporation, and is certified with Quadel Assisted Housing Management for HUD Subsidzed Multi-family Housing. She applies for grant funding as available, and works closely with city and county entities to adhere to housing standard as needed. She has been employed at UCDD for ten years, and has been the Housing Director for more than a year.  She oversees eight staff people, four of which collectively manage all aspects of  18 non-profit housing complexes throughout the region.  The other four staff people manage Upper Cumberland Relative Caregiver Program.

Vickie Reels is the Relative Caregiver Program Director, and she has been employed at UCDD for 12 years.  Vickie oversees the daily operations of the program which serves grandparents and other relatives who are raising relative children to keep them out of state custody.  Vickie also oversees the Upper Cumberland Emergency Repair Program for senior citizens, and she writes grants and seeks private donations for each program when available.

Experience/Biography  Andy Meadows is a Certified Home Specialist who has been employed at the Development District for eight years.   Andy is the primary HOME Administrator for UCDD.  In this capacity he is responsible for preparing HOME applications for our cities and counties, and conducting inspections of homes for the Emergency Repair Program, and working primarily with contractors to assure compliance of the completed projects.  In addition, Andy is a Project Manager, overseeing five Apartment Complexes

Melissa maintains the front-line communication with all incoming requests. While the staff of CRDC works as a team to be as effective as possible, the daily operations of this Corporation can sometimes be a challenge.  The employees of CRDC follow the guidance and leadership of the Executive Director, and the Director of Housing.  The staff works hard each day, and when needed, extra work hours are provided to get the job completed. With needs at an increase, and with funds only going so far, it is not uncommon for the CRDC staff to combat dwindling funds by compensating jobs with their own personal time to complete tasks rather than contracting outside help. The staff is courteous to the general public and partners well with counties, municipalities, and community partners to provide a good working relationship. The staff receives training and certifications as necessary to provide superior service. The staff completes necessary assessments for residents and other program clients.  All staff members receive an employee handbook with personnel policies, and recieves training at least annually on Confidentiality, HIPPA, Title VI, and Communication skills.  

The Upper Cumberland Development District Directors strive to provide each employee with the necessary resources and training to excel and provide a work environment built on trust, respect, fairness, open communication, and teamwork. It is my thought that by embracing these principles this organization will succeed in achieving the goals set for the upcoming year.

 Cumberland Regional Development  Corporation is a component unit of the Upper Cumberland Development District, and operates business as a 501C3 Non Profit Corporation. 

The Consolidated Financial Statements and Supplemental Information was performed by Certified Public Accountants, and for the past three years there guidance and expertise has been provided to the Executive Director and the Board Members.
The challenges that any non-profit faces in this day and time is primarily the uncertainty of grant funding, daily operation expenditures, and the need for more affordable housing complexes throughout the state.
The need to grow and serve more individuals are abundantly clear as county and city leaders express the need for more affordable housing for elderly and disabled individuals. I am confident that as time goes on, needs will be met with the collaboration efforts of  CRDC staff,  HUD, Rural Development, THDA, County and City Government, Tennessee Legislators, and Community Partners.  I look forward to the opportunities to make a positive impact on this region.

“Be it ever so humble, there’s no place like home.” In the United States, it is a typical expectation that everyone will have the opportunity to live in a decent and affordable home, in a community that promotes opportunity and a better quality of life in a secure and attractive environment. Families in poverty often do not achieve this expectation. Instead, many live in distressed neighborhoods, which often lack grocery stores, banks, and health resources. These neighborhoods typically have relatively high rates of crime and unemployment, as well as under-performing schools.
