Background Living Development Concepts, Inc. (LDC) was started in May 2001, by a local Realtor.  The founder, Henry Miller, with over thirty (30) years experience in the Real-Estate and Housing industries has a working knowledge of construction.  The majority of his customers had been from moderate income applicants over those prior years.  He noticed the need for housing for low-income applicants was not addressed adequately, therefore LDC was formed.  LDC became committed to changing the lives of this group of applicants by concentrating on housing education.  LDC was organized exclusively for charitable purposes and received not-for-profit designation from the Internal Revenue Service in May 2002.  Living Development Concepts continues to be supported by H.O.M.Enterprise, LLC & Miller Builders & Associates.

We have partnered with Mr. Tony Eubanks, owner of Eubanks & Sons Construction Co.  Mr. Eubanks has over 30 years in construction and the affordable housing arena. Tony and Henry collaborated to design and build new homes that are cost efficient, and are affordable to first-time home-buyers participating in our Homeownership program.

Also, we partnered with Malone’s Residential Care Home, which has provided affordable housing to Veterans since 1975, over forty (40) years experience. Joining forces with this organization allows us to extend additional housing services to Veterans and Non-Veterans. Mrs. Prelinda Lillard, the owner, has an impeccable track record with the Veteran Affairs Medical Center of Murfreesboro, TN. The present venture was Mr. Miller’s idea to utilize his vast business knowledge and leverage Mrs. Lillard’s extensive experience in the Residential Care Services industry. This collaboration will increase housing for those who served our country as well as those low to median income applicants that we serve.

According to a May 23, 2017 report from Mayor Megan Barry's Office of Economic Opportunity and Empowerment and the consulting firm Economic and Planning Systems, Nashville has lost more than 20% of its affordable housing stock since 2000. Thirty percent of Nashvillians — 203,700 people — are unable to afford the cost of housing. Nearly 1 out of 4 homeowners and 3 out of 5 low-income homeowners are cost burdened, which is defined as spending more than 30% of household income on housing, including utility costs. Based on the report, Nashville will need to build, fund, and preserve at least 31,000 affordable housing units by 2025.

Board Chair Statement Our board is set up to address the housing needs of our low-income communities.  We were founded and developed specifically to address their housing needs.  Traditionally people that fall in this income bracket have been underserved as well.  It is our privilege to work with organizations that work with our communities low income population as well.  It is important that the organization maintain a well balanced structure to ensure that all phases of the organization reflect our ongoing commitment to our mission and goals.

Living Development Concepts is all about its clients and neighbors – our model is that as we help our neighbors, we will grow. It is our belief that home ownership is the foundation of economic empowerment in America, the realization of the American Dream. Because before you build a house, you must set your foundation!

As a Community Housing Development Organization (CHDO), funding is provided to Living Development Concepts, Inc. to construct affordable housing for low and medium income families.
We build affordable housing and educate individuals, families, businesses, builders and community providers groups about the Guidelines we must adhere to.  Also, we must educate our community to the benefits of assistive technology and provide resources to increase the probability of our program participants becoming homeowners.  We apply this initiative to all phases of housing such as:  new construction, modification, acquisition/rehabilitation, rentals, multifamily housing and transitional living facilities.
As a commitment to the program requirements, a percentage of our governing board is residents of low-income neighborhoods.  This committed participation affords the organization the opportunity to gain better insight into the needs that relate specifically to the immediate community.  Our relationship with (homebuyer assistance programs) compliments our ongoing plan by providing homebuyer assistance through homebuyer counseling and related economic instruction to individuals and families with low and moderate incomes.

Short Term Success As a small non-profit, LDC has a very high occupancy rate (greater than 97%). Our waiting lists are long and the only time that one of our rentals is vacant is when we are getting it ready for the next resident to move in.
Long term Success By preserving affordable homeownership for some of our community's most vulnerable residents and keep them in the neighborhoods where they have built a support network. People without homes will get homes...People without stable housing will secure stable, supportive housing...and people who cannot afford to pay Nashville rents will be able to afford a nice place to live.
Program Success Monitored By

Although most of our income is derived from rental revenue, we rely on government grants to help us purchase and renovate many of our properties. The vast majority of our government funding comes from the U.S. Department of Housing and Urban Development. We are, therefore, required to maintain such housing as affordable for a period of years generally related to the amount of the grant. In addition, we must submit annual performance reports.

Examples of Program Success We have created safe, healthy homes while building a sense of community and ensuring thriving neighborhoods. We don't place time limits on how long someone may live at our properties. While most use us as a stepping stone, others choose to stay. As we continue to develop our organization infrastructure we believe the number of homes we build and renovate annually will increase.
Living Development Concepts (LDC) will implement a Local Rebuilding Program to restore, rebuild and provide critical repairs to homes of low-income resident homeowners, free of charge.  This initiative will serve as a home repair resource for low-income homeowners that qualify.
LDC, along with volunteers (skilled & unskilled) and skilled contractors will provide these services.  We will coordinate the renovation and revitalization of these homes.
This network will allow our Local Rebuilding Program to make much needed repairs, free of charge, thereby creating a safe, healthy home for those residents who cannot afford to pay for these repairs.  Our goals is to ensure access to home repair services to as many as possible low-income homeowners who qualify.
Our service will include everything from critical repairs and updating heating and air conditioning systems, to building wheelchairs ramps and making accessibility modifications that allow seniors to age gracefully in their homes.

Examples of Program Success

Presently under implementation but there are over 300 Nashville homeowners families on a waiting list that are in need of these services. Support for our program will allow our organization to be successful in making meaningful improvements to senior’s homes. Additional, we will partner with other organization with the same mission of helping preserve affordable homeownership and revitalize neighborhoods.


The Residential Care Initiative is a partnership with Malone’s Residential Care Home (MRCH) which is in a signed Memoranda of Agreement with the Tennessee Valley Healthcare System and is an approved facility in the Community Residential Care (CRC) Program. This program is part of the Veterans Health Administration, Office of Geriatric and Extended Care at VA Central Office.

MRCH is licensed by the state of Tennessee, Department of Mental Health, as a Mental Health Supportive Living Facility and this partnership will increase the number of Veterans that can be served by providing a safe and structured living environment in the Middle Tennessee area. LDC will provide fiduciary oversight, financial management and other administrative services to help build the capacity of the charitable projects. (The Project) is to construct 2 additional group housing units that will be safe, decent and affordable living in this urban community. These projects will avoid the NIMBY stigma usually associated with the mental community.

A Fiscal Sponsorship Agreement has been signed between both entities. By entering into this agreement both parties agrees to all terms and conditions. LDC as the Sponsor is willing to receive tax-deductible charitable contributions on behalf of the Project. The Project, with the administrative assistance of the Sponsor, desires to use these funds to implement the Project's purposes

Program Success Monitored By A provincial process, MRCH will provide monitoring information on the best practice expectations.  This program will use the evaluation data received from MRCH at the aggregate level to make program adjustments and refinements, as needed.
Examples of Program Success Is measured by our current long-term residents while adding additional housing.  It's anticipated that there will be a 120% growth in the residential care population in the next 20 years.  That equals increased healthcare demands and rising resource requirements to fund those demands.

To provide service removing old/non-essential items that may cause a safety hazard for seniors: such as out-dated medications and foods. This service also entails de-cluttering closets, cabinets, drawers, pantries, refrigerators etc. and arranging them in such a way that they are easily accessible. It will also involve labeling in large print to reflect the expiration dates on foods and medications.

This type of service is needed because it not only clears out spaces but it also makes this population’s environments a much safer place. Many seniors and physically challenged have struggles using out-dated medications and taking the correct medication, regularly and timely. Additionally, it aids families of these individuals in that it will give them peace of mind knowing this kind of service will be provided.

According to the Center for Disease Control and the National Safety Council (NSC) 55% falls take place in the home and some of the causes are stairs, loose rugs, bathrooms, dimly lit hallways, over medicating and extra clutter around the house. They can all be quite dangerous. The home environment accounts for 31% of all falls/injuries. Remove clutter is at the top of list for prevention, according to the NSC. “Clear Path” can assist in organizing these 31% thereby aid in the prevention of falls, injuries, and deaths. This would be a major accomplishment.

The Care Package & Concierge Services will provide an affordable concierge service that focuses on the needs of seniors in the city and the surrounding areas but is available to everyone who needs it. We will offer a variety of services such as coordination of medical and therapy appointments, errands, care packages and home management services.

LDC Concierge is the concierge arm of Living Development Concepts, Inc. This program will assists seniors with bill management, organization, coordination of handyman services, medical and therapy appointments, computers and electronics assistance, coordinate housecleaning services, pet care assistance, planning day trips and vacations, and more. Our staff can work with you or your loved one in regards to payment options and make financial resource suggestions since Medicare may not pay home care services.

The Care Package program will also focus on college students to motivate them thru the semester. We will supply quality care packages, gifts and essentials for students. These gifts will offer support and encouragement to students at any stage of their educational career. They will be the ideal choice for exams, holidays, birthdays or just to say, “We love you and we know you can do it.”

This Care Package program will also include seniors and the less fortunate. Some parents and grandparents really want a way to keep in touch with friends and family members, but don’t always have the materials on hand that allow them to drop a note in the mail. This is where a LDC care package can come in and meet this need.

Challenges begin with leverage funding under the mortgage lenders new guidelines for spec loans.  The guidelines have developers working with individuals who are at 80% of the area median income and below.  These new guidelines has hampered the population we serve because we are seeking people, with very limited resources, to wait for an extended period of time before transitioning from traditional low income rental property into home.

Mr. Miller as the Founder & Executive Director of Living Development Concepts has gained extensive business knowledge and negotiating skills. Mr. Miller has 30+ years of experience in the real estate, housing development and construction industry. As a licensed realtor for Cornerstone Realty, he is known for his creative financing ability years early into his real estate career along with perseverance, honesty, and fairness. He is a proud Middle Tennessee State University alum, Henry graduated with a Bachelor in Business Administration.

Henry is a Notary Public at Large with strong ties to the community. He completed the Barnes 2017 Nonprofit Capacity Building Program Cohort which was created by the Nashville Mayor’s office in partnership with the Center for Nonprofit Management and the National Development Council, This capacity building program was designed to strengthen the management capacity of local nonprofit developers, with a focus on affordable housing finance and development. In addition to the cohort-based training, the program includes tailored technical assistance from local nonprofit experts.  Mr. Miller is a member of Middle Tennessee Association of Realtors, Tennessee Association of Realtors and the National Association of Realtors (All for over 30 years) and has a Residential Contractors License since 2004.

Organization Comments LDC needs dedicated resources to develop more housing projects because this is a performance-based environment.  Partnering with other non-profits or for-profits entities is very important in order to develop affordable housing while operating in an environment of collaboration.  Our organization capacity must be increased in order to be a successful developer also we need to be structured to address the needs and risks of development in order to position our organization for success. “Be it ever so humble, there’s no place like home.” In the United States, it is a typical expectation that everyone will have the opportunity to live in a decent and affordable home, in a community that promotes opportunity and a better quality of life in a secure and attractive environment. Families in poverty often do not achieve this expectation. Instead, many live in distressed neighborhoods, which often lack grocery stores, banks, and health resources. These neighborhoods typically have relatively high rates of crime and unemployment, as well as under-performing schools. Climbing out of poverty is even more difficult because of the lack of entry-level jobs in or near distressed neighborhoods, in combination with the lack of affordable housing in suburban communities where personal vehicles are often necessary to get to places of employment...


Homelessness is most visible in downtown urban settings, where individuals can be seen sleeping in public places and transporting their belongings in the stereotypical shopping cart. In reality, though, homelessness entraps many more people and families than those readily visible in typical urban environments. “Homelessness” implies that an individual or family does not have a permanent housing situation. According to this definition, individuals living in emergency shelters, transitional housing facilities, domestic violence shelters, or those traveling from couch to couch are all suffering from homelessness. An estimated 9,113 homeless persons lived in the state of Tennessee in 2011. Twenty-six percent of those homeless persons resided in the Middle Tennessee region...

Public and Active Transportation for Middle Tennessee

One million more people will move to the Middle Tennessee region before 2035, making the lack of public transportation in this area a significant and pressing issue. Consensus is growing that expanded transportation options will be critical both to our future economic stability and growth, as well as the environmental well-being of our region. The need for better mobility in and access to small urban and rural communities is placing new emphasis on the availability of public transportation services, as this will be essential in sustaining and guiding growth in flourishing areas as well as revitalizing areas that continue to struggle.

Youth Violence

In Tennessee, gang presence has been on the rise since the late 1980s and early 1990s, when gangs first made a concerted push into the state. Since 2011, police have identified at least 5,000 gang members in Davidson County, and gang-related crimes have increased by 25%. Meanwhile, cities with 50,000 or fewer inhabitants have seen gang-related crimes triple in frequency nationally since 2005.
